Serving Those Who ServeMajor Duties: The purpose of the position is to provide a comprehensive inclusive approach to serving children and youth, ages six weeks to 18 years, with medical, educational, or other identified needs participating in Department of War (DoW) Child and Youth Programs (CYP). Under the direction of the CYP Director or Coordinator, the position is responsible for supporting the development and implementation of CYP inclusion and behavior support processes; providing ongoing educational opportunities for CYP Professionals and DoW personnel/families regarding inclusion, inclusive practices, and behavior support practices; conducting needs and non-clinical assessments; and maintaining awareness of and providing information and referral to early intervention and other services within military and surrounding area programs. The incumbent coordinates across multiple delivery systems to ensure the use of evidence-based inclusive practices and leverages existing DoW and/or Service approved tools, resources, and approaches to consistently promote inclusion. Incumbent is expected to operate independently with minimum supervision. Work is reviewed in terms of overall effectiveness and successful operation of the program, compliance with policies and regulations, and patron and command satisfaction. MAJOR DUTIES AND RESPONSIBILITIES The incumbent must skillfully promote inclusive support and practices through innovative planning, coaching, collaboration, and presentation and through effective interpersonal communication skills, methods, and techniques. CLASSROOM/PROGRAM INCLUSION SUPPORTS Administers, implements, and monitors inclusion supports and behavior support processes in classrooms and programs by using Service-specific related tools (e.g., Army CYS Operational Guidance for Behavior Support, Department of the Air Force CYP Inclusion Guide, Navy CYP Inclusion Standard, and Marine Corps CYP Inclusion Protocol). Assists in the development and implementation of Inclusion or Behavior Support Plans1 (ISP/BSP). Collaborates with the Training and Curriculum Specialist (TCS) to train and coach CYP Professionals to implement, monitor, and maintain ISPs/BSPs, which are implemented through continued observation and the correct use and application of support strategies and/or required accommodations. At installations with Behavior Specialists and/or Special Needs Program Managers responsible for developing ISPs or BSPs, the position supports monitoring and implementation of the plans within the classroom. Coaches CYP professionals to observe children/youth development and individual needs, communicate effectively with families, and enhance their classroom/activity area environment 1 and curriculum to promote inclusion and meet learning needs. Develops and maintains a resource library to include a variety of learning materials, activities, parent support materials, and related publications pertinent to serving children and youth in inclusive environments and/or with developmental delays, disabilities, or behavior support needs. Leads and conducts inclusive program and classroom assessments at regular and periodic intervals. Serves as a core member of the installation Inclusion Action Team (IAT)/Multidisciplinary Inclusion Action Team (M-IAT) and monitors compliance with Service policy, DoW instructions, and federal law. Participates in parent conferences/meetings at a DoW installation, as needed. Spends at least 50 percent of their time in classroom/activity area settings, promoting, modeling, coaching, and mentoring CYP Professionals to promote implementation of inclusive practices. Works within a complex environment bringing military and community resources together to foster inclusive practices within DoW CYP. Applies subject knowledge, ensures policy compliance, and uses initiative and creativity in accomplishing plans, outcomes, goals, and objectives. Plans and carries out various phases and projects to support and implement evidence-based inclusive practices and handles conflicts and deviations in accordance with instructions and policies. CYP Leverages strong oral and written communication skills with ability to build and maintain collaborative partnerships with family members, colleagues, organizational leadership, and community support agencies on and off installation.
