Serving Those Who ServeMajor Duties: NON APPROPRIATED FUNDS POSITION DESCRIPTION JOB TITLE: DIRECTOR CDC BUSINESS TITLE: CHILD DEVELOPMENT CENTER DIRECTOR JOB SERIES: 1701 JOB CODE: 014764 PAY LEVEL: NF-4 FLSA STATUS: EXEMPT Introduction This position exercises supervisory and management authorities over a Child and Youth Program (CYP) center(s) by planning, organizing, and overseeing the day-to-day operations as well as the management of the program, staff, and facilities. The CYP provides appropriate developmental care and instruction for children and youth ranging in age from six weeks to 18 years. The incumbent is responsible for the administration of the facility to include implementation of developmentally appropriate programs, budgeting and financial management, personnel management, program operations, to include special needs, and compliance, among other tasks. The incumbent serves as a first level supervisor for assigned staff. The incumbent is expected to apply subject knowledge, ensure policy compliance, and use initiative and creativity in accomplishing plans, outcomes, goals, and objectives. The success of the CYP requires ongoing interpretation of program policies, professional development of CYP employees, and needs of children, youth, and parents. The work includes numerous and unrelated processes and procedures concerning the wide variety of activities in a CYP. The incumbent reports to the installation CYP Administrator who provides leadership and guidance for the CYP. Work is reviewed for overall effectiveness and successful operation of the program, compliance with policies and regulations, and patron and command satisfaction. The primary purpose of this position is responsibility for the daily operations of their center/program and supervision of the staff associated with the center/program. The incumbent must have the ability to build and maintain collaborative partnerships with family members, colleagues, organizational leadership, and community support agencies on and off installation. Independently recommends to the installation CYP Administrator innovation/policy changes or refining methods and techniques to be used in providing and continually improving the CYP. The incumbent is expected to apply subject knowledge, ensure policy compliance, and use initiative and creativity in accomplishing plans, outcomes, goals, and objectives. Serves as a mandated reporter as prescribed by local policy in the case of suspected incidences of child abuse and neglect. The incumbent has knowledge of Federal, State and local laws governing the detection, prevention, and reporting of child abuse and/or neglect. MAJOR DUTIES AND RESPONSIBILITIES: PROGRAM MANAGEMENT: Ensures the implementation of a developmentally appropriate CYP that promotes the social, emotional, physical, and cognitive growth of children and youth. Provides program oversight and accountability for the performance of employees and the safety of children in accordance with Federal, DoW, Service, and local policies and standards. Ensures the program complies with legal and regulatory requirements and meets customer needs. Collects and maintains up-to-date statistical data for planning and reporting purposes in accordance with higher headquarters and statutory requirements and for the purpose of maximizing spaces and ensuring that resources accommodate the needs of command personnel. Conducts program-specific surveys and needs assessments of staff and patrons and when needed makes recommendations to CYP and installation leadership regarding changes to programming and hours of operation based on responses. Incumbent must have the ability to use Microsoft Office Suite.
