Serving Those Who ServeMajor Duties: This position exercises supervisory and management authorities over a Child and Youth Program (CYP) center(s) by planning, organizing, and overseeing the day-to-day operations as well as the management of the program, staff, and facilities. The CYP provides appropriate developmental care and instruction for children and youth ranging in age from six weeks to 18 years. The incumbent is responsible for the administration of the facility to include implementation of budgeting and financial management, personnel management, program operations, to include special needs, and compliance, among other tasks. The incumbent serves as a first level supervisor for assigned staff. The incumbent is expected to apply subject knowledge, ensure policy compliance, and use initiative and creativity in accomplishing plans, outcomes, goals, and objectives. The success of the CYP requires ongoing interpretation of program policies, professional development of CYP employees, and needs of children, youth, and parents. The work includes numerous and unrelated processes and procedures concerning the wide variety of activities in a CYP. The incumbent reports to the installation CYP Coordinator who provides leadership and guidance for the CYP as a whole. Work is reviewed in terms of overall effectiveness and successful operation of the program, compliance with policies and regulations, and patron and command satisfaction. The primary purpose of this position is responsibility for the daily operations of their center/program and supervision of the staff associated with the center/program. The incumbent must have the ability to build and maintain collaborative partnerships with family members, colleagues, organizational leadership, and community support agencies on and off installation. The incumbent independently recommends to the installation CYP Coordinator innovation/policy changes or refining methods and techniques to be used in providing and continually improving the CYP. The incumbent is expected to apply subject knowledge, ensure policy compliance, and use initiative and creativity in accomplishing plans, outcomes, goals, and objectives. The incumbent serves as a mandated reporter as prescribed by local policy in the case of suspected incidences of child abuse and neglect. The incumbent has knowledge of Federal, State and local laws governing the detection, prevention, and reporting of child abuse and/or neglect. Major Duties and Responsibilities overview: Ensures the implementation of a developmentally appropriate CYP that promotes the social, emotional, physical, and cognitive growth of children and youth. Prepares and executes Appropriated fund (APF) and Nonappropriated fund (NAF) budgets for the center. Supervises staff to include assigning work, conducting performance reviews and approving leave. Establishes a program environment that sustains participant interest and promotes positive interactions with children, youth, and adults. Full position description provided if selected.
