Summary The Designated Learning Officer is responsible for using a systematic approach to workforce strategic planning and assist with the development of the programs' organizational structure and activities. As the Designated Learning Officer, the incumbent ensures VA San Diego Healthcare System is served by a well trained, qualified, and highly motivated workforce who are committed to the mission and values of the Veterans Health Administration. The VA Desert Pacific Health Care Network advocates for a Whole Health System of care in each of the Medical Centers. This is an approach to healthcare that empowers and equips people to take charge of their health and well-being and live their lives to the fullest. As an employee operating in a Whole Health System of care, you will operate in a model that is based in a partnership across time, seeking to create a personalized health plan for each Veteran. This is done in the context of healing relationships and healing environments and a connection back to the Veteran's community. This aligns with the Veterans Health Administration (VHA) Mission Statement to Honor America's Veterans by providing exceptional health care that improves their health and well-being.Major Duties: Duties include, but are not limited to: Design, implement, and continuously evaluate learning and education programs to support organizational goals and mission. Administer affiliation agreements, partnerships, and MOUs with universities, clinical sites, and other stakeholders to support training initiatives. Develop policies, procedures, and training materials-covering adult learning principles, instructional methods, and content alignment with organizational needs. Ensure all instructional content meets accrediting standards and internal quality benchmarks. Deliver in-person and/or virtual training sessions for staff, supervisors, and leadership on topics such as professional development, compliance, and specialized skills. Promote continuous learning through workshops, webinars, and blended learning modalities. Monitor and assess program effectiveness through metrics such as learner satisfaction, performance outcomes, and credentialing success. Utilize feedback loops and data analysis to enhance curriculum and ensure consistent learning results. Supervise or mentor team members assigned to educational programs, providing guidance on instructional design, delivery, and evaluation techniques. Coordinate with facility education committees and leadership to align training goals with organizational priorities. Oversee budgeting, resource allocation, and scheduling for all learning activities, ensuring compliance with financial and operational guidelines. Lead committee processes, coordinating meetings, agendas, and action items to drive continuous improvement. Work Schedule: Monday through Friday, 7:30am - 4:00pm Telework: Not Authorized.
