Summary THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION. This National Guard position is for a EDUCATION SERVICES OFFICER, Position Description Number D2008000 and is part of the HI JFHQ G1, National Guard. LOCATION: Joint Force Headquarters - G1, Hawaii Army National Guard, Kapolei, Hawaii THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION. The National Guard is the oldest component of the Armed Forces of the United States. Since the earliest American colonial days, citizens have joined together for collective defense. Join our National Guard team and serve your nation, your states and your community!Major Duties: SUMMARY OF DUTIES: The purpose of this position is to supervise two or more of the following programs: education, incentives, testing, and guidance. The position serves as the principal advisor and consultant within the State and has primary responsibility for the development, management, and administration of the aforementioned programs through budget management, personnel supervision, program management, policy development, and advisory services. Plans, organizes, and directs the activities of assigned program areas, ensuring that legal and regulatory requirements are met. Provides oversight as principal advisor and consultant to the MILPO and TAG. The incumbent functions as the principal liaison between Army National Guard (ARNG) members and participating public and private educational institutions. Formulates human resource and administrative procedures and policies based on the interpretation of regulations and directives from US law, Department of Defense (DoD), Department of Army (DA), and the National Guard Bureau (NGB). Directs and/or performs educational and vocational counseling which consists of advising and assisting ARNG members on individual programs of study available, to include High School Equivalency (GED), correspondence, military credit conversion (ACE), analysis of life experience, self-teaching, new and innovative/non-traditional college to include Associate and Baccalaureate degree programs, first Masters or Professional degrees which meet their academic and vocational requirements. Estimates and obtains the necessary program funds and determines their allocation. Establishes analysis systems to ensure actions are timely and to ensure effectiveness of programs.
