Summary This position is located in the Nursing Education Department for South Texas Veterans Healthcare System. The incumbent provides a wide variety of analytical management support and administrative duties to facilitate the success of the workforce educational mission of South Texas Veterans Health Care System. The South Texas Veterans Health Care System (STVHCS) is comprised of two inpatient campuses: the Audie L. Murphy Memorial VA Hospital in San Antonio and the Kerrville VA Hospital in Kerrville, Texas. The STVHCS serves one of the largest primary service areas in the nation, with 35 counties, and is part of the VA Heart of Texas Veterans Integrated Service Network (VISN 17).The VA has adopted Core Values and Characteristics that apply universally across the Department. The five Core Values define "who we are," our culture, and how we care for Veterans, their families and other beneficiaries.Major Duties: Performs difficult and responsible work along specific lines requiring training and experience and ability, to a considerable extent, to exercise independent judgment in reference to the boarding procedures and processes. Personnel processing activities such as administrative and programmatic responsibility for all nursing service. Plans, manages, and executes all administrative aspects of the Nursing training programs, Associated Health Trainee Programs, VA Learning Opportunity Residency (VALOR) program, Advanced Community Outreach Registered Nurses (ACORN) program and assures that position specific training is adequate, and that the process of VA appointment, orientation, performance, training requirements and separation are within regulations of VA, affiliates and accrediting agencies. Provides assistance, advice, support, training and conflict resolution as required. Plans, manages, and executes all aspects of the nursing affiliation agreement. Incumbent acts as the first line of contact with Nursing Affiliate institutions (i.e. University of Incarnate Word, University of Texas Health Science Center, Community Colleges), administrative, facilities, logistic and personnel entities to ensure appropriate support is provided and there is no interruption to clinical rotations. Advise and assist Deans/Directors of Schools of Nursing and their subordinates in the development and processing of TAAs/MOUs. Coordinates, researches, prepares and submits required reports to higher authority. Drafts all correspondence regarding TAA/MOUs and diverse nursing education programs and activities. Plans, manages, oversees and executes all aspects of the Nursing Service Orientation for the STVHCS, utilizing human, capital and contracted resources and assets to ensure successful accomplishment. Manages office files for Nursing Service educational and competency programs. Prepares and maintains active files, transfers files no longer active to inactive files storage. Ensures inactive files no longer required are processed in accordance with the appropriate records guidelines. Manages office equipment and supplies used by Clinical Staff Support Systems personnel. Submits electronic purchase order requests for new equipment/supplies via Decentralized Hospital Computer Program (DHCP) or Veterans Information Systems and technology Architecture (VistA) and tracks status until purchased items are received. Reviews applications with the Office of Hospital Education for the compliance with local, VISN and VHA Headquarters Office of Academic Affiliations policies and procedures. Identifies and recommends ways of eliminating, combining, simplifying, and /or improving procedures and processes. Provides information and assistance to organizations regarding affiliation agreements. Works closes with CN/E in managing affiliation agreements between academic institutions and ALM hospital. Coordinates with ACOS/E to identify which institutions wish to establish /maintain affiliation with ALM hospital and prepares memorandums/affiliation agreement documents. Requires skill in applying problem solving techniques and skill in communicating effectively both orally and in writing. Nursing Service's Talent Management System (TMS) administrator; demonstrates knowledge of and ability to use TMS; provides training to Nursing Service staff on the use of TMS. Tracks training for various training reports at regular intervals and on own initiative; and runs specific reports at automatic intervals such as BLS/ACLS, support staff requests for reports. Processes Nursing Service new employees into Veterans Information Systems and Technology Architecture (VistA) and builds appropriate individual TMS profiles.
